Rowley Police Chief Scott Dumas Appointed President of FBI National Academy Associates

ROWLEY — The Rowley Board of Selectmen is pleased to announce that the FBI National Academy Associates (FBINAA) appointed Rowley Police Chief Scott Dumas as its president on Aug. 3.

“The FBI is not broken. The FBI National Academy Associates is not broken. Law Enforcement is not broken,” Chief Dumas said in his address, according to the FBINAA. “What members of the FBI do, what members of the National Academy Associates do, and what the members of law enforcement do is we lead. And we do it willingly and we do it without fear.”

Before being named Chief of Police in Rowley, Dumas worked for the Rochester, N.H. Police Department where he rose to the rank of Deputy Chief during his 21-year career there. He has also held ranking positions within the Executive Board of the FBI National Academy Associates over the past seven years and will serve as President for a 12-month term. He will then serve another year as the Association’s Immediate Past President. Chief Dumas is an active member of the FBINAA New England Chapter and is a proud graduate of the 226th Session of the prestigious FBI National Academy Training Program.

“We are proud of the work that Chief Dumas does in Rowley every single day, and we know that he will represent the town and the department well in this role,” Board of Selectmen Chairman Joseph Perry said. “This is a very well-deserved honor, and the entire board wishes to offer him our congratulations.”

During his career, Chief Dumas has performed a variety of functions throughout the agencies he has worked for, including: investigative services, fiscal management, accident reconstruction, public information officer, evidence, communications, internal affairs, motor vehicle and patrol division. Chief Dumas has held instructor certifications in firearms, weapons of mass destruction, Incident Command and Citizens Response to Active Shooter Events (CRASE).

Chief Dumas holds a Bachelor of Science degree from Auburn University at Montgomery in Justice and Public Safety. He also has a Master of Arts degree in Administrative Leadership from the University of Oklahoma, an academic partner of the FBI National Academy Associates.

The FBINAA looks forward to the leadership of Chief Dumas as he plans to re-focus the commitment to the Association members and Association partners to ensure there is a realized return on investment.
