Rowley Police Arrest Man on Drug Distribution Charges

Officers Seize Several Pounds of Marijuana, Edibles and Butane Hash Oil

ROWLEY — Chief Scott A. Dumas reports that the Rowley Police Department arrested a man yesterday on drug distribution charges.

JOHN M. COOK, AGE 20, OF ROWLEY was arrested and charged with:

  • Possession With Intent to Manufacture a Class C Substance
  • Possession With Intent to Distribute a Class C Substance
  • Possession With Intent to Distribute a Class D Substance
  • Distribution of a Class C Substance
  • Distribution of a Class D Substance

Following several tips from members of the public, Rowley Police launched an investigation into drug activity on Cedarwood Drive. On Thursday, March 15, at approximately 5 p.m., investigators observed COOK complete a hand-to-hand drug transaction outside his home.

COOK was then immediately placed under arrest without incident by Rowley Police, who then obtained a search warrant for his residence. A subsequent search — aided by the Georgetown Police and Massachusetts State Police K-9 unit — yielded a large quantity of drugs, manufacturing items and cash.

Rowley Police seized nine pounds of marijuana, 547 grams of wax (otherwise known as butane hash oil), numerous cannabis edibles and more than $4,200 in cash. The total street value of the drugs is estimated at $78,500.

“This arrest and significant seizure would not have been possible without the support of members of the public who keep a vigilant eye on their neighborhood,” Chief Dumas said. “I’m grateful for their assistance, and I’m proud of our officers for their professionalism in conducting this investigation.”

COOK was released on personal recognizance, and is scheduled to be arraigned in Newburyport District Court on Monday, March 19.
